India formally marked its entry into the international semiconductor manufacturing market with the inauguration of Micron’s facility in Gujarat’s Sanand, which was attended by US ambassador to India Sergio Gor.

Gor joined Prime Minister Narendra Modi at the opening of the assembly, test, marking, and packaging (ATMP) plant on Saturday (February 28).

The Trump administration said this partnership is designed to foster economic security and technological advancement while reducing dependence on geopolitical rivals. It said the Micron facility represents the fusion of American technology leadership with Indian manufacturing excellence, built upon a foundation of trust between the two democracies.

WHAT IS PAX SILICA?

Pax Silica is a major US-led geopolitical and economic initiative launched in December 2025. The name combines the Latin for “peace" with “silica," the foundational material of the modern digital world.

The primary objective of Pax Silica is to ensure that “trusted" countries control the technology stack of the 21st century, moving away from “weaponised dependencies" and reducing global reliance on rivals like China.

The initiative is unique in its end-to-end security approach, covering the entire lifecycle of technology from critical mineral mining and refining to hardware fabrication and the deployment of artificial intelligence (AI) research. A core component is the “18-month moving gap", a strategic doctrine intended to keep member nations at least a year and a half ahead of competitors in research and development.

By aligning subsidies, export controls, and capital flows, Pax Silica members aim to construct a resilient “silicon curtain" to protect sensitive modern technologies. India formally joined the coalition in February, alongside other key partners such as Japan, South Korea, the UK, and Australia.

‘GUJARAT HAS INCREDIBLE POTENTIAL’

During his visit to Gujarat, Gor met Chief Minister Bhupendra Patel to discuss expanding bilateral cooperation in trade, technology, and manufacturing.

Following the meeting, Gor expressed his enthusiasm for the region’s “incredible potential" to work closely with the US. Speaking at the Micron inauguration, he hailed the event as a direct testament to Prime Minister Modi’s vision.

He said there are currently 10 semiconductor projects worth USD 19 billion being developed across India, highlighting the nation’s rapid evolution into a global player.

“The United States stands ready to participate in this growth," Gor said, adding that American companies are watching closely and are eager to explore business opportunities in Gujarat.

He said the Trump administration intends to use the next three years to tap into the “limitless potential" existing between the two countries.

‘MICROCHIPS THE 21ST CENTURY REGULATOR’

Modi said the commencement of commercial production at Micron’s Sanand facility is a historic milestone for a ‘New India’.

He drew a historical parallel, saying if oil was the regulator of the 20th century, the microchip is the regulator of the 21st century serving as the bridge between the industrial and AI revolutions. He highlighted the unprecedented speed of the project, noting that the transition from the initial memorandum of understanding in June 2023 to commercial production in February 2026 was achieved with remarkable momentum.

The Prime Minister attributed this success to transparent policies and a clear national intent. He said India is focusing on the entire value chain through the ‘India Semiconductor Mission 2.0’, building an ecosystem that includes design engineers, research institutions, and skilled technicians.

“India is ready. India is reliable. India delivers," he said, reaffirming the country’s reliability as a global partner.
