New York City Mayor Zohran Mamdani scrapped a proposed property tax increase that was initially designed to help close a widening two-year budget deficit, marking a significant shift in his fiscal strategy as negotiations with state officials continue.

The decision will be reflected in Zohran Mamdani’s executive budget, according to a Bloomberg report citing people familiar with the matter. The revised plan outlines the city’s spending framework for the fiscal year beginning July 1. The move comes after months of political pushback, economic scrutiny and high-stakes negotiations over how to plug a multibillion-dollar gap in the city’s finances.

From Tax Hike To Political Deadlock

Earlier this year, Zohran Mamdani had proposed nearly a 10% increase in property taxes, a move aimed in part at pressuring New York Governor Kathy Hochul for greater state-level financial support. However, the proposal quickly ran into resistance from key stakeholders, including members of the City Council and Speaker Julie Menin. Any increase in property taxes would have required legislative approval from the council, making the plan politically difficult to implement. The idea also raised concerns among homeowners and business groups already grappling with high living costs in the city.

The policy shift follows a joint announcement by Zohran Mamdani and Governor Hochul confirming that the state will provide an additional $4 billion in funding to help address New York City’s budget shortfall. That infusion of support appears to have reduced the immediate need for aggressive local tax measures, at least for now, and reshaped the fiscal negotiations between city and state leadership.

What Is Still On The Table?
