The Board of Peace (BoP), an international body chaired by US President Donald Trump, has issued a series of firm demands and proposals regarding Hamas and the future of the Gaza Strip.
The Board has shifted from overseeing a ceasefire to pushing for a comprehensive political and military overhaul of the enclave.
DEMAND FOR DISARMAMENT
The Board’s most recent and significant move is the introduction of a formal disarmament proposal for Hamas and other militant groups. The plan, spearheaded by BoP High Representative Nickolay Mladenov, calls for a multi-phase disarmament process over roughly eight months.
Hamas was given a 90-day window to hand over heavy weapons (missiles and rocket launchers) and provide maps of its entire tunnel network.
The Board has set specific deadlines, with President Trump warning that Hamas must disarm and release all remaining hostage remains or face being “blown away".
POST-WAR GOVERNANCE
The Board of Peace aims to replace Hamas’s long-standing rule with a new administrative structure:
National Committee for Gaza: The BoP supports a governing body of independent Palestinian technocrats to manage day-to-day operations.
“One Authority, One Law": The Board operates on the principle that Gaza must have a single security force under this national committee, effectively ending Hamas’s military autonomy.
RECONSTRUCTION AND ECONOMIC INCENTIVES
The Board has leveraged reconstruction aid to pressure Hamas into compliance:
“Glitzy" Rebuilding: The Board envisions a rebuilt Gaza based on free-market principles, including potential partnerships with logistics giants like DP World to manage supply chains.
Conditionality: Reconstruction and the lifting of the long-term siege are explicitly tied to the successful decommissioning of weapons.
WHAT IS HAMAS’S RESPONSE?
Hamas has largely pushed back against the Board’s initiatives. Hamas officials have dismissed the BoP’s plans as “political surrender" and “out of touch with reality". While showing some willingness to discuss heavy weapons, Hamas has insisted on retaining light arms for self-defense against continued Israeli presence.
Senior Palestinian officials have accused High Representative Mladenov of pro-Israel bias and criticised the Board for failing to stop ongoing Israeli violations of the ceasefire.
