Pope Leo XIV used a landmark address to Spain’s parliament to warn that the world is facing a “deep spiritual and cultural crisis" and called on governments to address the root causes of migration, reject rearmament and pursue peace through diplomacy and international law.

Speaking before lawmakers in Madrid during his first official visit to Spain as pontiff, Pope Leo said rising violence, political polarisation and growing mistrust between societies reflected a broader moral and cultural challenge confronting the international community.

“The world is undergoing a deep spiritual and cultural crisis, which manifests itself in multiple forms of violence, polarisation and mutual mistrust," the Pope said, adding, “Given this context, peace is not just a political aspiration but a true moral need."

Pope Questions Growing Rearmament

Pope Leo expressed concern over what he described as a renewed push for military build-up in various parts of the world, including Europe.

“That is why it is concerning that in various parts of the world – including Europe – rearmament is once again being presented as an almost inevitable response to the fragility of the international landscape," he said.

The pontiff argued that lasting security could not be achieved through weapons alone.

“True security, on the other hand, stems from justice, patient dialogue, respect for international law, and a policy capable of prioritising the lives of people over the interests that profit from war," he added.

A significant portion of Pope Leo’s speech focused on migration, an issue expected to dominate his week-long visit to Spain. The pope described migration as a humanitarian challenge that tests the moral conscience of nations.

“The tragic drama of migration challenges the conscience of nations and the ethical foundation of the international order," he said, adding, “Numerous men, women, and children are forced, often by dramatic circumstances, to leave their communities and abandon loved ones, their histories, and their connections."

Pope Leo called on governments to create “safe and legal pathways" for migrants and ensure meaningful opportunities for integration.

At the same time, he stressed the need to address the conditions that force people to leave their homes in the first place.

“We must work so that no one has to leave their home because of a lack of peace, security or decent living conditions, because of economic inequalities, or because of the effects of the climate crisis," he said.
