The US Trade and Development Agency has announced that Palau’s national telecommunications provider, the Palau National Communications Corp., has chosen trusted vendors, including three US suppliers, to deliver technology for a secure nationwide 4G/5G mobile network. This decision follows the results of USTDA-funded technical assistance.

According to a statement from the US Embassy in Koror, the deployment of these technologies will modernise and expand Palau’s network while protecting it from high-risk technology providers.

This project marks the first commercial deployment of Open Radio Access Network equipment in the Pacific Islands and will serve as a model for other islands to follow.

The selected companies are Texas-based Dell Technologies, Massachusetts-based GroundHog Technologies, and California-based LotusFlare, Inc.

Simon Fraser, CEO of PNCC, stated, “This project will transform connectivity in Palau through a secure, resilient 4G/5G standalone network with nationwide coverage. However, this is more than just infrastructure; it’s about connecting people to opportunities, services, and each other, strengthening Palau’s economy, and ensuring that all communities across the country can fully participate in Palau’s digital future."

The network is currently under construction and is expected to be fully operational by the end of Q1 2027. Designed for future expansion and multi-tenancy, it also allows Palau’s infrastructure to support other Pacific Island nations, reducing barriers to entry for trusted and secure 5G Standalone infrastructure and accelerating regional connectivity transformation.

The Department of State’s press release highlighted that this network represents the first Open RAN deployment in the Pacific, a significant advance for trusted telecommunications infrastructure in the region. The new technology will enhance secure 4G and 5G connectivity, improve digital supply chain resilience, and create new business opportunities for American companies.

The department also noted that the Quad has partnered with Palau on this landmark initiative. The United States, along with Quad partners Australia, India, and Japan, has pledged approximately USD 20 million to support secure, trusted, and resilient telecommunications infrastructure in Palau. This partnership aims to continue advancing digital and economic prosperity in the Pacific.
