Royal Canadian Mounted Police (RCMP) Commissioner Mike Duheme confirmed that there is currently no link between transnational repression or violent activities in Canada and any foreign government, including India.

On the alleged use of the Bishnoi gang by the Indian government, Duheme said it is unlikely that any official is operating in Canada, but noted that many people use the name for extortion. India has repeatedly denied any involvement in extraterritorial operations or support for violence abroad.

“The RCMP Commissioner’s finding of no current connections between transnational repression files and any foreign entity including India provides official, evidence-based validation," the statement noted.

Duheme also said there is no threat to public safety from Indian government agents based on the latest intelligence and ongoing investigations. This assessment shifts the narrative from suspicion to trust, allowing focus on genuine counter-terrorism partnerships rather than rebuttals.

The 2024 RCMP public statement had alleged links between Indian agents and violence, which had led to diplomat expulsions. The March 2026 assessment, based on ongoing criminal intelligence and investigations, finds no connection at this time with any foreign entity.

The statement highlights that Canadian security agencies prioritize facts over earlier politicized claims, preventing misuse of intelligence for domestic political purposes linked to Khalistani elements. Both nations face shared threats from radical extremism, including Khalistani networks operating across borders.

This finding has a positive impact on the Indian diaspora and community harmony, easing tensions that had created fear and division within Canada’s Indian and Sikh communities.

India has consistently maintained that it has no involvement in violence, transnational repression, or clandestine activities in Canada. The RCMP Commissioner’s categorical statement fully vindicates this position.

“We welcome this fact-driven assessment and look forward to deeper cooperation against shared threats like terrorism and organized crime," the statement said.

RCMP now confirms no threat from Indian state agents and Canada is expected to act decisively against listed terrorists and gangs operating from its territory, and expedite pending extradition cases.

Indian NSA Ajit Doval held secret backchannel talks with Canadian NSIA Nathalie Drouin in Ottawa on February 6 and 7, 2026.

NSA and his counter part finalised a new security workplan, mutual law-enforcement liaison officers, and cybersecurity cooperation.

These NSA-level discussions are credited with quietly rebuilding trust and directly enabling the positive shift that led to RCMP Commissioner Mike Duheme’s 19 March 2026 statement clearing India.
