UK Health Secretary Wes Streeting described the passing of landmark anti-smoking legislation as a “historic moment for the nation’s health" after the Tobacco and Vapes Bill cleared its final parliamentary hurdle. The bill completed its journey through both the House of Commons and the House of Lords and will now become law once it receives royal assent, a procedural formality.
Once in force, it will prohibit anyone born on or after 1 January 2009 from ever legally purchasing cigarettes, effectively creating what ministers have called a “smoke-free generation". Alongside the generational smoking ban, the legislation grants ministers expanded authority to regulate tobacco, vaping, and nicotine products more tightly.

This includes powers to control how such products are flavoured and packaged, measures designed to make them less appealing, particularly to young people.
Charities Welcome ‘Historic Achievement’ For Public Health
Health charities and campaign groups have widely welcomed the bill’s passage, calling it a major breakthrough in efforts to reduce smoking rates. Michelle Mitchell, chief executive of Cancer Research UK, said, “This is a historic achievement that will shield our children from the devastating grip of tobacco addiction and help to put an end to cancers caused by smoking."
Sarah Sleet, chief executive of Asthma and Lung UK, said the law would help protect “vulnerable people around schools and outside hospitals" and prevent the tobacco industry from wreaking “havoc on the lungs of the next generation".

From Political Setback To Legislative Success
The policy was first proposed under the Conservative government led by Rishi Sunak but was dropped ahead of the 2024 general election. It was later revived by Labour after taking office, with ministers also briefly considering extending restrictions further, including banning smoking in pub gardens and other outdoor spaces, before those proposals were scaled back. The final version focuses on the generational ban and tighter regulation rather than wider outdoor smoking restrictions.
Which Countries Have Tried Similar Generational Smoking Bans?
The UK is not the first country to experiment with a “smoke-free generation" model, where people born after a specific year are permanently banned from legally buying tobacco. The most notable example is the Maldives, which in 2025 became the first country in the world to fully enforce such a rule. Under its law, anyone born on or after 1 January 2007 can never legally purchase or use tobacco products, with the ban applying to both residents and tourists. New Zealand was the pioneer in legislating a similar approach in 2022, introducing a lifetime ban for people born after 2009. However, the policy was later repealed before it could take full effect due to a change in government.
