Britain’s Conservatives have promised to scrap what they describe as a “de facto ban" on air conditioning in new homes, as the United Kingdom grapples with record-breaking spring temperatures and growing concerns over overheating in urban housing.

Shadow Energy Secretary Claire Coutinho said the party would overturn building regulations introduced in 2021 that heavily restrict the installation of air-conditioning systems in newly built homes. The rules, brought in as part of the UK’s wider net-zero push, were designed to reduce carbon emissions and encourage environmentally friendly cooling alternatives.

According to a report by Daily Mail, Coutinho described Britain’s current energy approach as “miserabilist" and accused the government of forcing people to “sweat it out" during increasingly intense summers. She pledged that the Conservatives would remove what they see as outdated restrictions on home cooling systems.

What Is The Current Framework?

Under the current system, developers are expected to prioritise measures such as shading, ventilation and insulation before installing air-conditioning units, effectively making cooling systems a last-resort option in many new-build properties.

The regulations have long been supported by environmental groups concerned about the impact of cooling systems on energy consumption and greenhouse gas emissions. Critics, however, argue that the rules are increasingly out of touch with rising temperatures and modern living conditions, particularly in densely populated cities where apartments can become dangerously hot during heatwaves.

UK Swelters In Heatwave

The debate comes as the UK continues to experience an extraordinary early-season heatwave. Temperatures soared to 35.1 degrees Celsius at Kew Gardens in southwest London on Tuesday, marking the hottest May day ever provisionally recorded in the country.

According to the UK Met Office, the new figure surpassed Monday’s record of 34.8 degrees Celsius, which had already broken the previous May record of 32.8 degrees Celsius set in 1944.

“Today is now the hottest day in May on record," the Met Office said, adding that such temperatures would be considered exceptional even during the peak of summer.

Officials noted that the readings remain provisional until formally verified, but meteorologists warned that the unprecedented heat highlights the growing challenge of adapting British infrastructure and housing to a warming climate.

The issue has now become a fresh flashpoint in Britain’s wider political battle over climate policy, balancing environmental commitments against concerns about cost, comfort and public health.
