Donald Trump announced over $5 billion pledged for Gaza's reconstruction, urging Hamas to disarm before a Washington meeting with global leaders.

US President Donald Trump said Sunday that member states of his proposed “Board of Peace" have pledged more than $5 billion for reconstruction and humanitarian efforts in Gaza, as he pressed Hamas to proceed with “full and immediate" disarmament.
In a post on his Truth Social platform, Trump said participating countries had also committed thousands of personnel for a United Nations-authorised stabilisation force and local policing operations in the Palestinian enclave.
“Very importantly, Hamas must uphold its commitment to Full and Immediate Demilitarisation," Trump wrote, ahead of a February 19 meeting of the board in Washington.
Disarmament Central to Ceasefire Plan
The call for demilitarisation forms a key part of the second phase of a U.S.-brokered ceasefire agreement reached in October between Israel and Hamas, aimed at ending the war triggered by Hamas’s October 2023 attack on Israel. The United Nations endorsed the framework in November.
Under the plan, Israeli forces are to gradually withdraw from Gaza while Hamas disarms, with an international stabilisation force deployed to maintain security and oversee the transition.
Hamas, however, has repeatedly described disarmament as a red line, though it has suggested it could consider transferring weapons to a future Palestinian governing authority. Both Israel and Hamas continue to accuse each other of violating elements of the ceasefire.
‘Board of Peace’ to Meet in Washington
Trump said he would formally announce the $5 billion pledges on Thursday, when the “Board of Peace" convenes in Washington following an initial meeting on the sidelines of the World Economic Forum in Davos last month.
Although initially described as a body to oversee Gaza’s rebuilding, the board’s charter does not appear to limit its mandate to the Palestinian territory.
“The Board of Peace has unlimited potential," Trump wrote. “The Board of Peace will prove to be the most consequential International Body in History."
Countries have reportedly been asked to contribute $1 billion to secure permanent membership, a requirement that has drawn scrutiny. An invitation extended to Russian President Vladimir Putin has also sparked criticism, particularly given Moscow’s 2022 invasion of Ukraine. Key U.S. allies, including France and Britain, have voiced reservations about the initiative.
Trump has said the body will work “in conjunction" with the United Nations.
Governance and Stabilisation
As part of the ceasefire’s political track, a Palestinian technocratic committee has been established to eventually assume governance in the war-ravaged Gaza Strip.
The conflict has left large swathes of Gaza in ruins, displaced much of its population and triggered a humanitarian crisis. Reconstruction and stabilisation efforts are expected to require sustained international funding and security guarantees, issues likely to dominate discussions at the upcoming Washington meeting.
