Sheikh Mohammed said AI will “analyse, decide and execute” as UAE rolls out agentic systems across ministries.

The UAE will shift half of its government sectors, services and operations to Agentic AI within the next two years, Vice-President and Prime Minister Sheikh Mohammed bin Rashid Al Maktoum said, outlining an ambitious push to embed autonomous systems across governance.
Announcing the move on X, Sheikh Mohammed said the transition is being carried out under the directives of UAE President Sheikh Mohamed bin Zayed Al Nahyan, and aims to make the country the first government globally to operate at this scale using AI-driven systems.
“AI is no longer a tool. It analyses, decides, executes, and improves in real time," he said, adding that it will act as an “executive partner" to enhance services, speed up decision-making and improve efficiency.
He said the rollout has a defined timeline of two years, with performance across government to be measured by the pace of adoption, quality of implementation and the ability to redesign workflows using AI.
The plan also includes large-scale capacity building, with Sheikh Mohammed saying every federal employee will be trained to use and master AI tools, in a bid to build one of the world’s strongest AI-enabled government workforces.

Implementation will be overseen by Sheikh Mansour bin Zayed, while a dedicated taskforce chaired by Mohammad Al Gergawi will drive execution across ministries and federal entities.
The transition is expected to be phased, with adoption across sectors guided by continuous performance assessment and impact evaluation before wider rollout.
The move builds on the UAE’s broader push towards digital governance over the past two decades, including the early adoption of eGovernment systems, mobile-first public services and integrated platforms such as UAE Pass.
The country has also been an early mover in AI policy, becoming the first to appoint a Minister of State for Artificial Intelligence in 2017 and launching its Artificial Intelligence Strategy 2031.
“The world is changing. Technology is accelerating," Sheikh Mohammed said. “Our goal is a government that is faster, more responsive, and more impactful."
