India has taken the unusual step of issuing a formal diplomatic protest, known as a demarche, to the United States after a commercial vessel carrying Indian crew members was struck off the coast of Oman, leaving three Indians missing. The move came after India summoned the US Chargé d’Affaires in Delhi and conveyed its strong concerns over the incident and the safety of Indian nationals at sea.

The protest marks one of India’s strongest diplomatic responses to a recent maritime incident involving a close strategic partner. While New Delhi and Washington share deep defence, economic and geopolitical ties, India has made it clear that the safety of its citizens remains a non-negotiable priority.

What Happened Off The Coast Of Oman?

The vessel at the centre of the controversy was the Palau-flagged commercial ship Settebello, which had 24 Indian crew members among its 28 personnel. According to the Ministry of External Affairs (MEA), the ship came under attack while transiting waters off Oman. Twenty-one Indian crew members were rescued, but three remain missing. Search and rescue operations involving Omani authorities are continuing.

The vessel was struck by the US military. The incident occurred against the backdrop of heightened tensions and military operations in the Gulf region between the US and Iran.

In its official response, India condemned the attack on the commercial vessel and reiterated its longstanding position that civilian shipping and innocent crew members should never be endangered.

What Is A Demarche?

In diplomatic language, a demarche is a formal representation made by one government to another government regarding a specific issue of concern. It is more serious than a routine statement of concern but falls short of punitive measures such as sanctions, downgrading diplomatic ties or expelling diplomats.

A demarche can take several forms like summoning a foreign diplomat, delivering a written protest, seeking explanations or accountability, and conveying official displeasure over an action.

In this case, the Indian government summoned US Chargé d’Affaires Jason Meeks and formally communicated its protest over the attack and the risks posed to Indian seafarers.

Why Is The Move Significant?

Diplomatic protests between countries are not uncommon. What makes this case noteworthy is that it involves the United States, one of India’s closest strategic partners. Over the past decade, India-US relations have expanded significantly across defence cooperation, trade, technology, intelligence sharing and Indo-Pacific security. Yet New Delhi has repeatedly demonstrated that it is willing to publicly raise concerns even with friendly governments when Indian citizens are affected.

By issuing a demarche, India is signalling that it expects a full explanation regarding the circumstances of the strike. India has sent a message that it wants accountability for any action that may have endangered Indian nationals. The country seeks stronger safeguards for commercial shipping operating in increasingly volatile waters around the Gulf of Oman and the Strait of Hormuz.

What Happens After A Demarche?

A demarche is usually the beginning of a diplomatic process.

The country receiving the protest may offer an explanation, share operational details, assure cooperation in investigations, or engage in further consultations.

The outcome depends on the findings surrounding the incident and the fate of the missing crew members.

For now, India’s immediate priority remains locating the three missing Indians and ensuring the safety of those rescued. At the same time, the diplomatic protest underscores a broader message: regardless of who is responsible, New Delhi expects civilian shipping and Indian nationals to be kept out of the line of fire.

As tensions continue to simmer in the Gulf, the episode highlights the increasingly difficult balancing act India faces – maintaining close ties with major powers while firmly defending the interests and safety of its citizens wherever they may be.
