German Chancellor Friedrich Merz has criticised the United States for easing sanctions on Russian oil, saying the move sends the wrong signal at a sensitive time.

Speaking during a visit to Norway, where he was observing NATO military exercises, Merz warned that relaxing restrictions on Russia could undermine pressure on Moscow. The decision by the administration of Donald Trump allows the temporary delivery and sale of previously sanctioned Russian crude transported by sea. The step is intended to help control rising global oil prices but could also benefit the Kremlin.

“I want to make this very clear: easing sanctions now, for whatever reason, is something we believe is wrong," Merz said.

The German leader also stressed that Russia should not be allowed to take advantage of the ongoing conflict involving Iran. “We want to ensure that Russia does not exploit the war in Iran to weaken Ukraine," he added.

Merz has so far avoided becoming directly involved in the military conflict between the United States, Israel and Iran, a position shared by several European governments that are cautious about further escalation in the region.

His concerns were echoed by other European leaders. A spokesperson for British Prime Minister Keir Starmer said that partners should continue to maintain pressure on Russia and its financial resources. Meanwhile, Antonio Costa described the easing of sanctions as “very concerning".

Merz has positioned himself as a strong advocate for protecting Europe’s security and economic interests during the ongoing geopolitical tensions.

Although he initially said it was “not the moment to lecture partners and allies" after the latest conflict began, the German chancellor later acknowledged that he was uncertain about Washington’s broader strategy to end the war. He made those remarks following a recent visit to the White House.

Germany has been one of the most prominent supporters of Ukraine, providing significant financial and political backing since the start of the war with Russia. Officials in Berlin are concerned that the growing focus of the United States on the conflict with Iran could shift attention away from Ukraine’s needs.
