China sentenced its two top military generals, who were both former defence ministers, to death, but they won’t be executed right away. They will be given a suspended death sentence.

What is a suspended death sentence?
On May 7, a military court sentenced Wei Fenghe and Li Shangfu to death with a two-year reprieve for corruption charges. A suspended death sentence means if they don’t commit any new crime or cause trouble in two years, the sentence will be changed to life imprisonment without parole, so they will never be released and will spend their whole life in jail. This also means they won’t be executed immediately.
There are no official figures on the number of such prisoners in China. It is estimated that thousands of people get the death penalty every year, and many of them get a suspended death sentence. In over 99 per cent of cases, the death penalty is not carried out.
Are such convicts eligible for parole?
High-ranking officials convicted of corruption who get a suspended death sentence are not eligible for parole. Regular prisoners are sent to different provincial prisons based on their crime and location.
Which prison are they kept in?
High-ranking officials, ministers, and generals like former defence ministers are often kept in Qincheng Prison in Beijing, which is a high-security prison known for holding top corrupt officials and political prisoners.
What are the facilities?
This prison has large cells and is said to be well-equipped, with attached bathrooms, washing machines, desks, and sofas. In Qincheng Prison, high-ranking prisoners get a lot of facilities, like big rooms, attached bathrooms, washing machines, TVs, desks for reading and writing, and books. The food used to be made by a hotel chef, and even now, the food is quite good. Compared to normal prisons, high-ranking prisoners get better medical care, health services, and some special privileges. In prisons like Qincheng, they can get clothes, books, and medical items if approved.

Forced labour is part of China’s prison system. Prisoners have to work in factories, agriculture, or other necessary jobs. High-ranking prisoners may do less physical work, but are given tasks like reading and political study.
Can they meet visitors?
Yes, they can meet visitors, but only in a limited way, usually just family members with prior approval. Meetings happen in special visitor rooms with glass partitions. In regular prisons, visits are less frequent and have stricter rules.
The luxury prison
China’s prison system is very secretive and is said to be harsh for regular prisoners, with overcrowded cells. But high-ranking political and corrupt officials get better treatment in what is called ‘Club Fed’.
Since Xi Jinping came to power in 2012, action has been taken against or is ongoing for millions of officials. The goal is to strengthen control over the party and army, ensure loyalty, and show that corruption is being wiped out.
Qincheng Prison is about an hour from Beijing and was built in 1958 with Soviet help. As corrupt officials get much better conditions here than in regular prisons, it’s sometimes called a ‘luxury prison’ or ‘five-star hotel’, although this may be an exaggeration. Prisoners here usually don’t have to wear prison uniforms and can wear regular clothes or suits brought by family. Many famous people have been inmates here, including Mao’s wife.
